ENM seeking input on proposed roundabout

A roundabout is being proposed at the intersection of Scott County roads 2 (260th Street) and 91 (Natchez Avenue). The Elko New Market City Council will be discussing the proposed traffic circle, which is in the city limits, at its Thursday, March 22, meeting and it is seeking public input on the roundabout.

At the council’s Thursday, March 8, meeting City Engineer Rich Revering of the firm Bolton & Menk Inc. said they had 11 people, nine business representatives and two Elko New Market Chamber of Commerce members, attend a recent meeting. At an open house for residents they had another 11 people attend.

Elko New Market is working with Scott County on the roundabout, for which the design is currently being developed. The final design is expected to be done by 2019 with construction to be done in 2020. Scott County applied on behalf of the city and received a Highway Safety Improvement Project (HSIP) Grant for the installation of the roundabout. The $2 million grant is a 90-10 grant, with the federal government paying 90 percent and the local government paying 10 percent of the project. The HSIP Grant is a core Federal-aid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads.

Scott County proposed the roundabout because it addresses the severity of accidents currently experienced at the intersection, will accommodate anticipated growth in the community and reduces wait times to enter or cross the intersection. Bolton & Menk recommended the design, which includes a dedicated right-turn lane from northbound County Road 91 to eastbound County Road 2 to minimize congestion in the roundabout.
